Here in Hebrews the author in unknown but the context of scripture is the author encouraging the believers not to turn back to the old way of doing things and warns them that Christ is greater than the old covenant.

My favorite scripture in Hebrews is Hebrews 4:12 “For the word of God is living and effective and sharper than any double-edged sword, penetrating as far as the separation of soul and spirit, joints and marrow. It is able to judge the thoughts and intentions of the heart.” The word of God is to alter us, convert us and not the other way around. The word of God can be offensive to those that are not living in agreement to his will.
